You are absolutely right that they have most unfair banning system when we compare it with others like App Store that they have destroyed our 3 years of policy compliant developer account and million downloaded apps due to prior violations.
They don't give you prior notice before app has been suspended, don't give you a solution how to solve violations with communication. They punish you by this way. You can't reach to policy supports team. They don't answer you
They terminate accounts due to prior violations but they don't give you prior chance to resubmit your app.
