The Senate passed a Resolution to modify the State Constitution to guarentee the right of anyone who wants to start a CAFO or CFO, the right to do so without interference from your County Commissioners or citizens... The only way to circumvent this is to pass a local ordanance to ban such farms before this Resolution goes into effect... therefore,
