To the Lamma Island Police Post and the Hong Kong Police Force:

We are writing as a concerned community on Lamma Island. We feel that the Hong Kong Police Force (HKPF) has been negligent in enforcing the Special Administrative Region’s own laws in relation to the fatal poisoning of dozens of dogs on Lamma Island (see Cruelty to Animals Ordinance [Cap. 169]). Specifically, we are concerned that:

1(a) There are no known ‘full’ investigations or prosecutions despite intentional dog poisonings having occurred over several years with a death toll that we can only speculate at;

1(b) Members of our community have turned in samples of suspected poisoned bait, but they have allegedly been ignored and/or sent away;

1(c) The HKPF has not shared with the community relevant and timely information about poisonings;

1(d) More recently, members of our community have provided information linking a possible suspect to the poisoning of three dogs in Hung Shing Yeh on December 18th, 2013. We are deeply concerned by reports that the Post:

1(d1) will not take into evidence a veterinarians confirmation of poisoning based on symptoms

1(d2)Will not to investigate this crime in a way that would lead to charges filed against the poisoner(s).


Consequently, we request from the HKPF, or the Lamma Island Police Post, a statement clarifying the following:


2(a) The HKPF (or Post’s) current strategy for stopping future poisonings and bringing past poisoners to justice.


2(b) Since 2010, the number of:

2(b1) Suspected dog poisonings on Lamma Island reported to the HKPF;

2(b2)Suspected poison baits on Lamma Island reported or given to the HKPF;

2(b3)Tests performed on suspect poisoned bait on Lamma Island by the HKPF;

2(b4)Past and current HKPF investigations on these issue;

2(b5)Suspects questioned by the HKPF for involvement in poisoning.

2(c) The standard operating procedures at the HKPF (or Post) for:

2(c1) Handling suspected poisoning cases, including confirming dog poisonings;

2(c2) Sharing poisoning information with the community

2(c3) Handling suspected poison bait;

2(c4) Opening an investigation on, and questioning, a suspect poisoner.

Finally, we request that the HKPF:

3(a) Create timeframes for the HKPF, and the Lamma Island Police Post specifically, to formulate and make public procedures, policies, and data if and where none currently exist for the issues listed above.

3(b) An HKPF reward fund for information on dog poisonings equal to at least HK$1000 for every dog poisoned since 2010.
