There is NO protection from LAHD. It is a civil matter, even though it is illegal for your landlord to harass you, especially if you have made a complaint to an agency or formed a tenants association.
You MUST hire a lawyer. There are no "free lawyers," and no assistance from any "Legal Aid" foundations, as they will only help you if you are actually being evicted.Most tenants in rent stabilized apartments are long time tenants with low rent. Usually low income with no money for expensive lawyers.
The landlords and property managers know this and take full advantage, especially in Rent Stabilized buildings.
