The versatility of the structure itself and the overall cost make cannabis farming feasible for many small local farmers. Having to install mandated greenhouse structures require additional costs that are not realistic. Cannabis farmers are being punished for participating in a legal cultivation. For example, having to install $100k plus greenhouse structure versus $7,000 hoop house is a big deal to any new business especially when you consider that a cannabis farm cannot secure loans from banks thus far. The light bulb use is similar to what you’d find in a patio at many existing homes and businesses throughout the County. Even the bulk of the cannabis approved zoning does not have the physically topography to support a rigid, immovable structure. By banning hoop houses, you’d essentially be banning 75+ percent of potential tax revenue from farms that will otherwise not participate in the programs. Help these businesses launch as a partner, not a prohibiter.

Please do not require permits for hoops they are not permenant structures.

As an engineer, limiting size of hoophouses makes absolutely no sense. They are incredibly efficient structures, perfect for large scale cultivation and many other uses not yet realized. Much better to increase the amount of hoophouses for more efficient and sustainable agriculture!

Trying to outlaw hoop use for cannabis farming would be like outlawing trellis’ for vineyards. Would Napa consider such a law? Why would Santa Barbara act against its own tax interest? This is a law being pushed by upset neighbors who have no understanding of farming and the required processes and infrastructure to keep a farm profitable. Please hoops for cannabis use in San Luis Obispo.

Requiring a land use permit for hoop houses adds large expense to our already costly organic veg growing operation.

I strongly stand with our farmers and protecting our environment. The ability the hoops offer to hold in needed moisture and eliminate wasting water is a critical need in the Southern California area. Hoops also help in eliminating the use of harmful pesticides that go directly into ground water and streams. Using these hoops is also a ways farmers can protect there crops from wind, harmful bacteria that can cause mold devistating crops and insect problems. Please consider the regulations of using hoops is to make sure all farmers can use them and feel supported. They are absolutely critical to the farmers success for productivity. I understand the need to eliminate plastic. Please provide a measure that supports proper recycling of the plastic when taking down hoops. Hoops are critical for our farming needs!

The cut-flower industry has a long And lustrous past ,now its up to cannabis to provide the people of Santa Barbara an opportunity to pay taxes ,open new business in retail , agriculture, science, medicine, etc.. jobs jobs jobs ONE hoop house = 3 jobs for Santa Barbara co. This is absurd, hoop houses help so many different types of crops. Your not going to stop cannabis growers from growing by hindering the way that all farmers grow their crops. Hoop houses are essential to farming, and farming and agriculture is essential to not only California, but the rest of the United States. Save the hoop houses.

Please don’t take away hoop houses as they are very essential in saving water , helps by covering the crop from pesticides and debree .

California has enough regulations on almost everything and we can see the aftermath of those regulations. They don't help. There is such a thing as over regulating and I hope the farms win in this case. California needs to take a step back with it's over regulating.

People should be able to have the peace of mind that what theyre smoking is protected from harmful substances/insects/animals outside of buildings. People are happy with the way the workers have been doing their farming; taking resources with little reason is completely uncalled for and shameful, as the buildings and space are being used sufficiently. For people who need cannabis for medical purpose, they dont need to be smoking the natural/unnatural things going on outside. The weed market is already a hard one to succeed in, why impose with uncalled for regulations?

Hoophouses are vital to what I do. As someone who has gone through the land use permitting face I couldn’t possibly wait long enough to do the development plan especially since i need to be able to plant this spring. Das williams specifically stated he would vote against any rules that make it more difficult to come into compliance. Will this is one of them.

Simple economic factor is; if your farmers are not producing enough crops rate will rise and you will then be paying larger amounts for simple fruits per pound, but NOW because canabiz is on the boom, you think you can squeeze everyone?? Thats what the mafia does when they see an opportunity to make capital gains over peoples lively hoods to extract money from them in fear of losing what they have is obviously wrong. This is the SB leaders tripping over dollars to pick up pennies. The Canabiz will give you all the gains you so desperately need. If you harm the crop with these regulations they will leave. Also these hoops are used seasonally not uear round, so your making a bigger deal over this subject.

Hoops have been used in this county for years for agriculture and their should not be any discrimination for Cannabis under hoops.

We grow organic produce at Tutti Frutti Farms and depend on hoop houses from frost protection and from spray drift from nearby conventional farms and vineyards! We have been using them for many years and wouldn’t be able to keep up what we are doing now without them.
