The university has an obligation to meet the Value Proposition as advertised when students signed up in 1st Year. A student who is half way through their degree can not be abandoned because of funding shortfalls for a course. The students have paid their fees and expect the service to be delivered at full standard. It would question the management and planning of the university as a whole if this did not happened. Deliver!
