This is cruelty to animals taken to the max. Dogs are sentient beings. Because dogs are also considered property that belongs to their owner, he should also be prosecuted with willful destruction of another's property. The link between how a person treats an animal and how they treat other humans is well-known in law enforcement. Terry White is a potential threat to law and order. Today a dog, tomorrow a person.

I have a neighbor who is threatening to shoot my dog, because after having rocks and sticks thrown at him, my dog will bark and growl at them. So now my dogs can go outside and play because I'm afraid they will get shot. I hope this guy rots in jail.
