Slecht idee!

Moving toward the Biritsh/American PhD hiring system is the very thing the Dutch universities should avoid. Especially in the UK, where the PhD students receive next to nothing "scholarship," the PhD positions are getting less and less unattractive. This act will definitely make the Dutch universities less attractive in the market in comparison to Scandinavia and most of Germany, especially in the eye of international candidates. I am afraid such a shift of policy will adversely affect the reputation of Dutch institutes and their research quality.

I came to the Netherlands specifically because of the employee status that PhD candidates enjoy here. Reducing the status of PhDs from employees to students will undervalue their work in both research and teaching dramatically.

as a employee,it is an honour and furthermore motivates your research with high enthusiasm. As a student, otherwise, you will feel you are just spending 4 years to finish some homework. You may decrease your active because most of the time you are told to do sth instead of coming up ideas by yourself.

It is unfair to turn PhD candidates into students. They do hard work. They produce a book & articles, teach students, organize meetings and, yes, sometimes, learn themselves in study groups. But they are not comparable to a first-year student. In fact, they are comparable with 'junior' positions or 'trainees' in business. These positions are paid. It is illogical and nonsensical to stop paying PhD candidates when they are full employees of the university, get responsibility and act as such, especially in the final stages of their PhD.

One of the most important factors in deciding to do my PhD in the Netherlands was, in fact, the employee status.

A sense of equality goes a long way in fostering healthy workplace practices, be that in academia or corporate life. An employee PhD has more incentive for pursuing research as opposed to an post-graduate on a stipend. This would result, as it does, in research of higher quality.
Again, This would also severely prohibit the Netherlands in attracting top research talent. If Dutch universities were to implement the stipend rule, then international students might as well be flocking to Germany, France and other European countries where the cost of living is more commensurate with the stipends paid out to PhD students.
