Why Illovo? What is the reasoning behind this? Who will take care of these homeless people? Who will feed them? Accommodation? You can't put them all in one tent? Water? Who will pay for the water? Who will see to their addiction requirements? Who will monitor the situation to ensure they do not make their way back to the city? They have no transport or money for transport. Will they be imprisoned or free to come and go? It's way out of their comfort zone. They need to be closer to the big city where begging and charity handouts are easily available.
