And to the then GSIS PGM- VERGARA , for your kind assistance, for the GSIS , to once and for all, to NOTIFY OFFICIALLY all the tenants of the said overhang structure (three 3) storey dormitory. As the real owner The GSIS earlier Illegally confiscated by mistake when foreclosing the adjacent mortgage lot no.4 confiscated all the four (4) adjacent lots , namely lot no.167. Lot no.175,Lot no. 109. Lot No . RD LOT , not mortgage nor sold to the GSIS at that time (please check the GSIS and even Supreme Court records ,) However, IF , said Supreme Court decision is contrary to herein claims, please submit the said Supreme Court Decisions, that state otherwise. Clearly evident that the said GSIS NCR, management and Operations , in this instance , committed a violations of

ARTICLE III BILL OF RIGHTS Section 1. and Section 2.

GSIS records will show that foreclosure order by the Supreme Court ,was intended only for a lot no 4. with 205.79 square meters , but in this case the said GSIS operatives, In Bad Faith, and without a competent Geodetic Engineer, to officially determine the property line of the said GSIS forclose lot. No. 4, to be confiscated ,The then said GSIS NCR, completely failed and sequestered beyond, and took over the total of five (5) lots consisting of entire NARTATES compound, composing of a total lot area of 413 square meters, including the herein BMBE registered member ARTHUR D. NARTATES, AD NARTATES BOARDING HOUSE with DTI no.04224345 , with three storey OVERHANG STRUCTURE, standing on the sidewalk Of 1030 Quezon BLVD. Sampaloc Manila BRGY. 464 Zone 46 Block No. SWO-40469 . Real Property Value Building TDN No. 046-00012 Attached herewith for your ready reference ) RD LOT is own by the City of Manila , it has no title , thus the said GSIS Policy/ies , in any way will not accept the said property as collateral for any kind loans, and precisely illegal for the said GSIS to confiscate the same .

GSIS records definitely will show, that the said four ( 4) other lots is not even mortgage nor sold to the said GSIS at that time ((1976) of sequestration, And GSIS records will show that it was only in 1993, that the three (3) other lots was purchase by the said GSIS from MARINA D. NARTATES,except for the said three storey (3) OVERHANG STRUCTURE , (Please see GSIS records) . G.R. No. L-47669 December 7, 1987MARINA D. Again ,GSIS records will show that immediately, the then GSIS after discovering of the said overlapping, the entire GSIS management team / and operatives quietly left the said MARINA NARTATES, ARTHUR NARTATES building, without correcting their fatal errors committed to herein requester, resulting to the irreparable damages, such as loss of liberty, lost of monthly income and lost of property of herein appellant ARTHUR D, NARTATES a BMBE registered member was committed,R.A.9178 , http://www.businessesfightingcorruption.org/laws/RA_9178.pdf

And worst of it the then GSIS and has not corrected their fatal errors, causing humiliation, and depriving the herein owner of living, of liberty and lost of property due to the said then GSIS Management , refusal and continues refusal to return the said three (3) storey building , to herein owner , as proof of ownership (Real Property of Tax Declaration No. 117-09-463-00-000-1001

And ever since we cannot collect monthly rentals of the said three(3) story building with full of tenants. Due to the failures of herein existing GSIS -NCR Management, to OFFICIALLY NOTIFY all the said Occupants of the said OVERHANG Building, concerning the ownership of the said conflict-ridden building.

IN VIEW OF THE FOREGOING, Atty. SALUDARES, please if possible , in your capability, and as mandated , being the OIC-GSIS PGM, please bring this serious matter to the GSIS Board and come up with the win win decision, to publicly/officially notify the tenants, of the overhang building , to pay the monthly rentals directly to the herein owner ARTHUR D. NARTATES.

RELIEF

Likewise prayed for other reliefs as may be deemed just and equitable under the premises.
