Risk assessments should be done in different times of the day and different seasons of the year to be able to capture all relevant information and risks associated with the activity that is being assessed. This also needs to involve all relevant stakeholders and specialists. The control measures, result of the risk assessment, need to be defined according to the risk ranking for each situation or location. Not one solution suits all.

A tragic accident, I sincerely hope this petition leads to the necessary action... if only the simplicity of extra warning lights were there for Noel so they might have stopped this horrific accident from happing.
