The New York State Division of Child Support Enforcement has antiquated policies that slow the process of child support payments. The policies need to be updated and changed in order to ensure that we, custodial parents and non custodial parents are not hindered in any way from providing for our children. In New York, we pay an annual mandated $25 fee that they deduct from child support payments. Parents ought to have a say in the policies.

[1] If a parent has direct deposit and wants to change the bank that the payment is deposited to, a form is mailed to the parent then the parent must mail the form back to NYS DCSE. This change should be made via email, fax, or phone.

[2] The processing of payments received from non custodial parents is much too slow. If a parent has direct deposit, the payment takes two business days to process once it has been dispursed. NYS DCSE lies and says it is up to the bank. No. It is NYS DCSE that does not release the funds until two business days.

[3] NYS DCSE gives employers a seven day grace period after the court ordered due day of the week. This means that if a payment is due each Friday, that employer has seven business days from that Friday to send the payment. That is not necessary when the non custodial parent's pay checks are garnished weekly. That means the money is there, so the employer should be sending it accordingly. In my case, and I'm sure it happens to many; the employer payroll department sends it at various times. Sometimes I go for a week even two weeks with no child support payments.
