Why referees gave 2 points to japan. Team Thailand cannot substitution 2 times. Why?? Referee should not gave red card to Thailand's coach.

I want FIVB to explain: (i) why Thai coach want to challenge but the pad isn't respond and (ii) why Thai coach press the button to change the player but the pad isn't respond. This unjudge make Thai player disadvantage Japan. This game is unfair to Thai player.
