This is government at it’s worst! Infringing on the rights of an individual for what reason? There are many government funded and commercial murals that are a lot less attractive - it’s revolting that you’re picking on someone who has painted a wall of her own property possibly because some conservative old councillor doesn’t like the colour. Appalling behaviour!
