We need to strive for equal diversity for ethnicity, socioeconomics, and EL learners at all schools. Not only will it create equal opportunity for all Visalia Unified students, but it will create a community of acceptance of differences.

Plan F. There is something wrong with every one of these maps being offered so here is a proposal for a new map to be considered. It improves on all the plans. It is a long term plan. It has low variances. It improves on Plan C in the fact that it fills up Green Acres and does not leave it half empty. It is closest to Plan A, but switching Fairview and Willow Glen and adding Royal Oaks to Green Acres lowers the variances without sacrificing distance and adheres to more guiding principles since it disrupts fewer students and accounts for growth in the right areas. The percent variances for Plan F are thelowest available.

Plan F keeps the New Middle and Divisidaro at a 73% utilization
which has room for growth; hence it is a sustainable long term plan since the
NW and SE project the most growth in this city.

Shannon Ranch feeds into Green Acres in Plan F and not the new
middle and Fairview is being sent to the new middle. This is necessary to
create equal diversity in all areas. Fairview is directly across to the new
middle and going to the new middle for them could possibly be quicker than
navigating through downtown to get to Green Acres. Also when you look at a map,
Shannon Ranch is directly north of Green Acres and Oak Grove and Fairview are
not. In Shannon Ranch, many homes are
actually closer to Green Acres than the new middle and Shannon Ranch Elementary
is almost a half mile closer to Green Acres than the new middle. From Mooney and Riggin, the corner of Shannon
Ranch, it is a direct route to Green Acres and is only 1 mile away– and there
is also a nice bike path all the way down.

Please consider Plan F as a choice for our new boundaries
for middle school paired with Plan A2 for High School, but with Royal Oaks and/or
Hurley added to Redwood in that plan. If you
add these schools to Redwood, then more students can stay together and the
boundary for Redwood and La Joya does not change except that the rest of Houston
is taken out of Redwood. Plan F has long term potential, equalizes diversity
without additional bussing and addresses many concerns that have been brought
up at the boundary meetings.
