These matters are of great importance to property owners with HOA responsibilities, and need serious and timely discussion for resolution, especially building up dedicated reserve funds from current dues, and limitations on any added debt without specified levels of home owners' approving in advance.

In addition to most of the proposed terms, I also support amending our CCR's utilizing with the Texas Residential Property Owners Protection Act and the Texas Open Meeting Act.

Existing CC&R's were written under litigation with prior developers (Declarants) and are hardly friendly to the property owners. There are numerous examples of non-compliance with those CC&R's by our current board and prior boards that have resulted in expenditures which have not been documented in the minutes of board meetings.
Fully functioning HOA's do not operate like this.
