Petition Opposing the Concentrated Creation of Rehabilitation Centers, Sober Living, Transitional Housing, Mental Health Centers, and Similar Facilities, Such as Those Being Created by the “For Profit” Business Newport Academy and Newport Institute, in Shingle Springs, El Dorado County, California

TO: The Board of Supervisors of El Dorado County:

We, the legal residents of El Dorado County, whose signatures appear below (and on attached pages), are concerned the unregulated growth and “clustering” of “sober living facilities, rehabilitation centers, and transitional housing” created by Newport Academy/Newport Institute and similar businesses, which will house teenagers and adults known to have:

  • Drug Addition and Substance Abuse Issues
  • Various Mental Health Disorders
  • Trauma Disorders and Co-Occuring Conditions
  • Criminal Behavior and Legal Issues

And which, if left unchecked and without governmental authorization and oversight, will result in the degradation of life and comfortable enjoyment of property, for the citizens and residents of Shingle Springs in El Dorado County, and will specifically introduce the following negative elements into everyday life in our various communities:

A significant increase in crime and the threat of violence in the form of:

  • Home Burglaries
  • Home Invasions
  • Illegal Drug Trafficking
  • Trespassing on Private Property
  • Arson Fires

A significant decrease in the quality and enjoyment of life because of:

  • Nuisance issues related to the operations of the rehabilitation facilities
  • Increased traffic on tenuous and financially strained roadways (countryroads and lanes)
  • Inadequate ingress/egress for medics, law enforcement, and fireevacuations
  • Stress on septic systems due to large numbers of residents and staff,resulting in negative environmental impacts
  • Fire danger increase due to lack of water reservoirs since many propertiesare dependent on well water only
  • An increase in home owner’s and fire insurance premiums
  • A corresponding decrease in property values;

Therefore, the signatories attached herein request the Board of Supervisors immediately investigate the clustered growth and operations of Newport Academy and Newport Institute, at their known facility addresses listed below, in El Dorado County, and take all necessary actions to ensure the negative impact of such housing, upon the day-to-day life of residents and citizens of Shingle Springs in El Dorado County, not be introduced and not be permitted to ruin the quality of life residents presently enjoy.

  • 5841 Fernwood Drive, Shingle Springs
  • 4670 Montaire Drive, Shingle Springs
  • Land located on the corner of Amber Fields Drive and Bullard Drive, Shingle Springs
  • 1785 Autumn Lane, Shingle Springs
  • 4845 French Creek Road, Shingle Springs
  • 5809 Old French Town Road, Shingle Springs
  • And any new residential properties Newport Academy and like agencies acquire in the future
