Petition to Withhold Naturalization and Permanent Residency Rights for Mr. Javier Jouz Varona
We, the undersigned residents and citizens of the Cayman Islands, hereby petition Her Excellency the Governor and the Cayman Islands Government, including the Caymanian Status and Permanent Residency Board, to deny the granting of British Overseas Territories Citizenship (Naturalization) and any form of Permanent Residency or Caymanian Status to Mr. Javier Jouz Varona.
Our objection is based squarely on Mr. Varona’s longstanding pattern of behaviour that demonstrates poor character, disrespect for lawful authority, and disregard for the peace and order of our society.
Over the years, Mr. Varona has repeatedly engaged in conduct that is unbecoming of any person seeking the privilege of permanent residence, naturalization, or citizenship in these Islands. His behaviour has been consistently aggressive, confrontational, and disruptive, often directed toward government officials, civil servants, and members of the public. He has shown a sense of entitlement and hostility rather than humility, gratitude, or respect for the country that has provided him with refuge and opportunity.
Despite numerous warnings and interventions, Mr. Varona has continued to disrupt public offices, film, and verbally confront civil servants, and otherwise act in a manner that causes fear, distress, and unnecessary disturbance. His actions demonstrate an ongoing unwillingness to abide by the standards of civility, cooperation, and lawful conduct expected of those living in our community.
The Cayman Islands is a peaceful and law-abiding jurisdiction. We welcome those who contribute positively, uphold our values, and respect our institutions. However, citizenship and permanent residence are not entitlements — they are privileges extended to persons of good character, sound judgment, and respect for our laws and people.
Mr. Varona’s record of behaviour, both in public and toward authorities, makes it abundantly clear that he does not meet the character requirements for naturalization, Caymanian Status, or Permanent Residency under the laws and expectations of the Cayman Islands.
Furthermore, we strongly urge the Government to review his asylum status with a view to revocation and deportation, as Mr. Varona has demonstrated no meaningful contribution to the Cayman Islands community and continues to abuse the hospitality extended to him. We note that he has a clear alternative option through his wife’s country, the Dominican Republic, where he may lawfully reside. There is no justification for his continued presence here, given his persistent pattern of misconduct and refusal to integrate respectfully into our society.
We therefore respectfully urge the Governor and the Caymanian Status and Permanent Residency Board to refuse his applications for naturalization, permanent residence, or Caymanian Status, and to take whatever steps are necessary to protect the peace, dignity, and safety of our Islands.
