PETITION TO THE ROADS AUTHORITY OF NAMIBIA
Proposal to Introduce Learner’s License Examinations at Universities

We, the undersigned students and supporters, respectfully petition the Roads Authority of Namibia to consider implementing learner’s license written examinations at universities and higher education institutions across Namibia.
Background
Many university students face challenges accessing Roads Authority testing centers due to:
Distance from campuses
Transport costs
Long waiting periods
Conflicts between testing schedules and academic commitments
As students pursuing higher education and preparing for future employment opportunities, obtaining a driver’s license has become increasingly important for mobility, internships, and employment readiness.
Our Proposal
We propose that the Roads Authority:
Introduce scheduled learner’s license written examinations at universities.
Partner with institutions such as:
University of Namibia
Namibia University of Science and Technology
Other accredited colleges and vocational institutions.
Conduct mobile or temporary examination sessions on campus during selected periods each semester.
Allow online booking systems specifically for university students.
Benefits of the Proposal
This initiative would:
Improve access to licensing services for young people.
Reduce overcrowding at Roads Authority testing centers.
Lower transport expenses for students.
Encourage lawful and responsible driving among youth.
Support economic participation and employability for students.
Conclusion
We believe this proposal aligns with Namibia’s goals of youth empowerment, accessibility, and service delivery improvement. We respectfully request that the Roads Authority review and engage stakeholders on the possibility of piloting this initiative at selected universities.
