We, the citizens of Baltimore City, demand that The Department of Housing and Community Development (DHCD) of The State of Maryland exercise its right to foreclose on the loan provided to Ms. Joyce Mach that was intended to rehabilitate the property at 810 S. East Avenue, Baltimore, MD 21224.

● For years this property has plagued the neighborhood: upon inspection the interior has been found to be filled with rotting trash, infested with bugs and rats, and has posed an ongoing threat of fire to the entire block.

● The City deemed the property an environmental hazard four times, in 1997, 2007, 2012 and in 2014, and required Ms. Mach to clean out the property only for the property to promptly return to the same grave conditions.

● The property owner has created a public health hazard and criminal nuisance and continues to threaten the lives of others by her conduct.

The Deed of Trust, signed by a representative of DHCD and Ms. Mach, states that as a condition of the rehabilitative loan, the borrower shall keep the property in good repair and shall not commit waste or permit impairment or deterioration of the property. Ms. Mach has repeatedly violated these covenants to the detriment of an entire community and has demonstrated a complete inability to do as the loan requires, thwarting the entire purpose of a rehabilitative loan.
