PLEASE SIGN THIS ONLINE PETITION TO STOP THE NEW STATE RESTRICTIONS ON STOP-LOSS COVERAGE (Bulletin HC-103 & PC-79).
The new regulations the State of Connecticut is implementing for self-funded health plans will cause self-funded carrier rates to increase 30 to 40 percent!
There have been many carriers who are now pulling out of the State of CT because of this!
The feedback from local business owners regarding these proposed regulations confirms that the burden on self-funded health plans is becoming unsustainable. I am currently preparing formal correspondence to address these concerns directly with the regulators involved.
September 16, 2015
The momentum behind this petition highlights the urgent concern regarding the stability of health insurance options in our state. This collective response demonstrates that the impact of these regulations on self-funded plans is a priority for many.

The real concern is that growth of the small-employer self-insured marketplace will contribute to adverse selection in the group health care marketplace. The partially self-funded approach to health plans isn’t about whether or not you buy insurance, but how and how much insurance you buy. It’s about only paying for what you actually need. This allows employers to customize their plans based on their demographics and employee's needs, while reducing administrative costs, commissions and taxes. CT should be doing everything it can to help its businesses remain competitive, not hinder them further.

My question to everyone I have spoke to is what is good that comes from this? The end result is just hurting businesses in CT with higher premiums! And gives them more incentive to leave the state of CT.

On May 5th, 2015 many Health Insurance colleagues took time to meet with members of the Legislature to voice support and answer questions about contiuing the Stop Loss products for mid-sized business in NY-just like ALL OTHER STATES in the UNION. PLEASE ACT NOW to continue choice and competition and address this oversight in "community rating laws".

Please do not vote to make health care more costly. Partially self-insured are a more cost-effective way for most employers to pay for their plans. Health plans do not make the same level of profit as they do on insured plans where there is no transparency, so naturally they will lobby against self-insurance.

These changes will increase fixed costs for my clients which they will be forced to pass on to their employees. Please reconsider!

Our employees are very happy with our partially self insured plan and they enjoy great rates. The company has also had a tremendous benefit over the last 10 years. Why mess with a good thing? Foolish idea!!
