As a scientist who has assisted BARD in supporting agricultural research in Israel and the US, I that it is important to consider the scientist opinion in relation to the relocation of this important institution.

The Volcani Center continues to contribute as technology and knowledge provider, as well as builders and enhancers of Agri-Biotech capacity. Of particular importance for the Volcani Center is the provision of strategic research outputs that, already, several advanced research institutions in Israel are capable of transforming into applications and products.

I believe that will be unwise to move the Volcani center from its current location. In collaboration with Dr. Miriam Friedman-Einat, we just obtained funding from the AFRI Foundational Program (USDA), and students involved in this research are from the nearby Faculty of Agriculture of the Hebrew University. I’m very concern that this type of synergistic collaboration between two countries can be jeopardize because of the proposed transfer of the Volcani center. Research protocols for our current project require the use of facilities at the Weitzman Institute. The current close proximity of these institutions (i.e. the faculty of Agriculture of the Hebrew university, the Weizmann Institute of Science Bar-Ilan and Tel Aviv Universities) is crucial to further increase collaborative work between USA and Israel.

There is no question that the Volcani Center is a world-leader in agricultural research. Its research has benefited Israel's important agricultural sector and that of the world's, particularly relavant to semi-arid areas. Indeed, the Volcani Center's research has been a beacon of advancement in a field of critical importance - feeding the growing human population.
The need for a vibrant, productive research center is no greater than now, as Israel and other semi-arid areas experience growing pressures of water shortages and soil over-use.
A move of the Volanci Center from the centre of Israel and its strategic location nearby the Weizmann Institute, will have a crippling effect on the productivity and prominence of the institute. Just as one would not move the Knesset to the outskirts of a country, a key research center should not be moved.
I most strongly urge Ministry official to reconsider this decision. Moving the Volcani Center would send a strong signal to the international research and agricultural community that the Israeli government is turning its back on innovation and the needs of the local and global community.

I have experienced first hand the importance of having a diverse critical cadre of scientists at my university whose expertise is broad including molecular biology, microbiology, immunology, zoology, botany, medicine, physics and biomedical engineering, genetics and biochemistry. At its present location, the Volcani Center has access to similar scientific exchange. Often such professional interactions are unanticipated and can lead to major scientific breakthroughs by cross-fertilization of ideas and technologies. Moving the Volcani Center to an isolated location removes the opportunities for professional interactions and cripples the long-term future success of the Center. Research at the Volcani Center has an important and long history of success in the agricultural achievements of Israel. Moving the Center to an isolated location would defeat the purpose and future agricultural potential of the Center. I would strongly recommend not moving the Volcani Center.

I visit Volcani Center in 2002 for 6 months with a Marie Curie fellowship, this was very useful for my scientific careers. I had the opportunity to work with excellent researchers. You can't transfer or close the Volcani Center, its location is functional for the needs of farmers around the country.
