We the undersigned, urge the Virginia General Assembly to reinstate the policy that allows violent offenders to serve only 65% of their sentence through earned good conduct.

Virginia's current system, which requires violent offenders to serve at least 85% regardless of transformation or behavior is a policy failure and eliminates incentive for positive change.

Restoring the 65% serving time rule:
- Creates incentives for education, vocational training and positive behavior
- Recognizes that successful reentry requires earned progression

We are advocating for a system that rewards demonstrable change and rehabilitation. This is a pragmatic solution.
