This is because some people think that they do not need to look where they are going. Some of them think that traffic must stop for them wether or not they have a walk signal which would allow them to legally use a crosswalk. Some of these people would do it to fake an injury that is supposed to have resulted from your car striking them but if they had no signal it should be entirely their fault. The jaywalkers might not think it should be their fault but some of them just come out of "nowhere" when it is too late for even a driver driving slowly to stop to avoid striking them. I hope they might think about their incredible ignorance more if it becomes a felony, even if they don't get caught.
