20% chance of rain doesn't mean you should hole graduation inside. It also doesn't say it's calling for thunderstorms. A little drizzle never hurt anyone. They make these magical devices call umbrellas and ponchos that also help keep graduation gowns nice and dry.

Graduation is a day to celebrate with the class and family. Students have family flying in from other states, some even other countries. It's a huge moment for the graduates to celebrate this moment with their families. With the chance of rain being slim, I think an outdoor graduation is needed. In previous years, most graduations that have been called indoors could have happened outdoors because the rain usually occurs after the ceremony or never at all. As for lightning, I feel as if we should see it to call it in. Hearing thunder is nothing but sounds.
