I support the idea that UNRA should be investigated, because I can't see how Section 5 of the Road Act 2019 can be complied with without Pedestrian Sidewalks, pedestrians Crossings, proper road markings and signs.

How can we assume that UNRA is complying with the road act section 5.(1),(2),d andI. If for instance the round about in custom corner in Gulu is one of the most dangerous because there are no adequate traffic lights and road signs.
