
Petition to investigate UNRA for failing to comply with the Road Act 2019


We, the undersigned, are concerned citizens who urge the Inspectorate of Government to investigate the Uganda National Roads Authority (UNRA) for failing to comply with Section 5 (1),(2) (d) and (i) of the Road Act 2019, which give them the responsibility to ensure road safety during development and maintenance of public roads; and also provide pedestrian crossings, footways, cycle tracks, parking lanes and similar passageways on public roads.
We have observed that many public roads in Uganda, especially in urban areas, are in poor condition, lack adequate road furniture, and pose a serious threat to the safety and well-being of road users, especially pedestrians, cyclists, and persons with disabilities. We have also noticed that UNRA has not provided sufficient pedestrian crossings, footways, cycle tracks, parking lanes and similar passageways on public roads, as required by the Road Act 2019.
We believe that UNRA's failure to comply with the Road Act 2019 is a violation of their mandate, functions and powers, and constitutes an abuse of authority and public office. We also believe that UNRA's failure to comply with the Road Act 2019 is a hindrance to the economic and social development of Uganda, as it affects the mobility, accessibility, and productivity of the population.
We therefore request the Inspectorate of Government to conduct a thorough and impartial investigation into UNRA's failure to comply with the Road Act 2019, and to take appropriate action against the responsible officials and contractors. We also request the Inspectorate of Government to ensure that UNRA complies with the Road Act 2019 and provides safe, sustainable, and accessible public roads for all road users in Uganda.
