WHERE AS on February 2nd, 2013, Punxsutawney Phil did NOT see his shadow and thus predicted an early Spring; WHERE AS on March 22nd, 2013, citizens of Western Washington woke up to the rude, and un-Spring-like, surprise of snow on the ground;
WHERE AS Punxsutawney Phil's accuracy in predicting the arrival of Spring is about 39%;

WHERE AS Punxsutawney Phil is in fact and spirit an East Coaster; WHERE AS the Pacific Northwest has an independent spirit; WHERE AS the giant Pacific octopus is not only emblematic of that spirit, but is also unusually intelligent; and

WHERE AS Paul the Octopus in Germany successfully predicted four out of six German Euro Cup matches in 2008 and eight out of eight World Cup matches in 2010 for a total accuracy of more than 85%;
THEREFORE the citizens endorsing this petition move the Seattle Aquarium to:
1. Designate the most meteorologically adept giant Pacific octopus of its collection as THE OCTOPUS and to designate a date in early February as OCTOPUS' DAY;
2. Provide THE OCTOPUS on OCTOPUS' DAY an appropriate apparatus for it to communicate to the citizens of the Pacific Northwest its meteorological prediction for the region; and

3. To provide all the ceremony, pomp and circumstance that the above described event deserves.
