Petition to Deny Counter Point Recovery a Conditional Use Permit to Operate a 12- Bed Licensed Care Facility for Adult Men with Chemical Dependen

I am in complete agreement with this petition. This community is not the right place for this type of residential home. I also have concerns that it is a way to defraud our Minnesota Tax system much like the day care fraud. The track record of CPR is horrible and it does not belong in Minnetonka or anywhere in Minnesota!

Sounds like a deplorable place to work or live at. Also appears to be fraudulent as they are having residents file for food assistance. Q

I am in agreement with this petition. The reason listed are exactly why I don't feel our community is the right fit for this business and this business is not the right fit for our community, especially concerning this is a residential home that should remain as such. People struggling with substance abuse need help, but I am not confident this business is the right place to get it. It's track record speaks for itself. It over uses resources from the community it is placed in. I want my Tax money to help people in my community & these men are typically from other areas besides Minnetonka. Let our resources go to helping the local population.

Minnetonka, MN - next door: This has always been a residential, single family homes neighborhood. We moved here 18 years ago with the expectation it would stay that way. We do not want a business with a transient population here. In light of the number of children as well as a school which is within a stone's throw of this "facility," this is no place for people with a wide assortment of chemical addictions. In addition, we cannot screen these people. We are left to trust that a facility with numerous violations and a very short track record is going to be looking out for our best interests. We did not feel that the owners and management were being honest with us at the community meeting last week in regards to their past violations, history or future plans. In addition, we feel that there are a number of additional questions that need to be addressed, such as what level of severity of addition do these people fall under, how do they end up there and why is this facility really moving in the first place. They say they want to expand, and I believe that, but were they evicted or otherwise pressured to move, and if so, why?

I believe because of the proven history of mismanagement facilities by CPR, that they should not be allowed to put a facility in a residential area, putting the area's homeowners and their families at risk.

I am strongly opposed to this measure and do not appreciate the way with which the applicant appeared to attempt to circumvent the public process. As long time investors in the Minnetonka area I believe emphatically that this special use should be denied.

Jeff Wehner United States, Minnetonka As a resident living next to the proposed patient facility, and seeing the list of MN DHS citations and 911 calls. I feel it would be a grouse oversight to allow CPR to operate a 12 patient facility in the Baker Rd community. The site is located in a location which has access to a pedestrian walking path which crosses 494, and has young children which use Baker Rd on a daily basis. This worries me that if CPR is showing signs of miss-representation, and not following State requirement for it current facility. How can it be expected to hold the values and safety of the neighbors in the community it is looking at joining.

Although I believe people who have a chemical dependency need a place to live, this neighborhood is not the appropriate setting, especially with all of the young families living so close by. Please consider not granting this license.

While I agree that residential treatment centers are an important part of our mental heath and substance abuse recovery system, CPR has not shown the experience or capability to successfully operate a treatment center of this size. This is evidenced by the relative frequency of 911 calls to their current facility (4x average), a misleading application to the City of Minnetonka, and the frequent MN DHS citations.

As a recent high school graduate I do not support the proposed facility.

I am a new resident to the area and oppose the proposed facility.

I do not think a facility liked this should be placed in a residential neighborhood. I am concern about my children and the children of my neighborhood. Facilities like this are very good because they help people that need to recover from drug abuse, but this is not the right place for this facility.

Basis for Concern: Over-occupancy of dwelling units creates health and safety dangers to home occupants and their neighbors. These dangers include fire hazards, spread of disease to occupants and the general population, an opportunity for domestic violence and abuse, effects to mental health, and other adverse impacts on the peace, comfort, and safety of residents. To protect against these dangers, the City MUST established regulations limiting the number of occupants in a residence. These regulations are intended to ensure a good living environment in residential neighborhoods and reduce vehicle congestion, noise, and overwhelming of public utilities.

I have worked in facilities in past and quit because of too much trouble. I really don't think they should be in residential areas.

A history of Non-Compliance and close proximity to a local population of young families with children make this site unsuitable. The security of these families and children take precedence over the proposed usage of this property.

Not only should the expansion not be approved, but the company should be forced to close the facility or shut down completely for failure to comply, even after so many violations.

Please deny the permit based on the following concerns: 1) CPR's track record of non-compliance at their current location operating in Minnetonka concerns me. 2) The permit application has numerous inconsistencies and false responses misrepresenting CPR's plans for the facility. 3) Density issues: There are already six locations within three miles and four are within two miles with a total capacity of 41 clients. 4) Location is not optimal for ensuring a secure facility. 5) No walking-accessible life enrichment activities to help build independent living. 6) CPR has not been transparent regarding policies, schedule and other factors. Clearly, CPR has a track record littered with citations and and an over-the-top percentage of 911 calls compared to all similar facilities. This is a proven danger to our community. We demand that our city council respond to the wishes of its own citizens and stop CPR expansion in our community. We also need to revisit the policy whereby only those residing within a few hundred feet of a proposed facility are notified. It's an incredibly deceiving way to "slip in" such facilities under the cover of lack of awareness without the city receiving the kind of outcry and resistance it otherwise would and should.
