This is a petition to change the way TSA charges for its TWIC card applications. Millions of American seeking employment on the the water ports are forced to pay $132.50, that they really can't afford, only to be told that they have to appeal and/or file for a waiver. these citizens have never been involved in any terrorist cells. Whereas the undersigned citizens feel that the applicant should be exempt from payment unless the card is actually issued. The current system allows for the fraudulent collection of fees from some of America's most gullible and poorest citizens.
