Within the United Nations' Declaration of Human Rights is Article 26 which states that:

(1) Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.(2) Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance and friendship among all nations, racial or religious groups, and shall further the activities of the United Nations for the maintenance of peace.(3) Parents have a prior right to choose the kind of education that shall be given to their children.
These guidelines are being outright ignored and violated by countries around the world. Women are banned from education and the punishment of trying to exercise their human right is often death. Denying children their education is a tactic used by the Taliban. Denying education to the people of the Middle East makes away their hope for the future and oppresses them with ignorance. This often makes recruitment to Al- Quaeda and other terrorist groups the only clear option for poor men hoping for anescape from crippling poverty. The children who try to fight back, who try desperately to educate themselves, are killed. TheMalala Yousafzai, the young champion of education, was brutally attacked and shot for trying to attend school. She survived, unlike many other victims before her, but the Taliban has issued a standing death threat upon her return to Pakistan. She has torn away the curtain and shown the world that the United Nations Guidelines are being ignored and the peace of citizens and entire countries is being threatened. The right to education needs to be enforced, for the safety and security for all. Therefor, I propose that this matter be voted on in the Security Council and aresolution be passed to enforce the human right to education.
