FORMAL WRITTEN REQUEST 

(PETITION)

California Code of Regulations, ARTICLE 4. Section 2027(a)

As a member and resident of the County of Los Angeles, we collectively direct our formal written request to the Board of Parole Hearings in behalf of Howard Scott's  release of parole. 

We are community members working to assist and assure that Howard Scott has a successful transition back into our community.

Howard has demonstrated and prepared himself to successfully re-enter society as a law abiding citizen through his participation in numerous self-help programs, completing four vocational trades, achieving P.I.A. Proficiency, receiving his G.E.D., becoming, a Certified Program Facilitator, completed his certification as an Emergency Program Manager for F.E.M.A. and has participation certificates from U.C.L.A for music. 

Additionally, Howard has received his Credentials of Ministry, Masters Degree in religion and Doctor of Divinity. 

Howard has also been accepted into P.R.E.P., the partnership for re-entry program sponsored by the Archdiocese of Los Angeles. 

Prior to Howard's incarceration, he worked in carpet installations as a Journeyman, but everyone remembers Howard for his musical talents. He performed with his band in talent shows and other recreational venues. Howard is a now a member of the Songwriters Guild of America and has been offered employment as a staff writer for Avenue Music Group upon being released.

We understand that parole is not a total release from the supervision and jurisdiction of the CDCR but rather a trial release and an extension of incarceration outside of the prison setting. We believe that inmates who are least prone to violence and have rehabilitated themselves such as Howard deserves a second chance.

While we cannot be present for his upcoming hearing, we are forwarding this petition on Howard's behalf"as citizens of the community i support of his release.
