Petition for Paving Our Residential Development Instead of Chip and Seal

Subject: Request for Full Asphalt Paving of Roads in Our Development – Opposition to Chip and Seal Due to Community Concerns
We, the undersigned residents of Leffingwell, are writing to express our collective concerns regarding the proposed decision to apply a chip and seal treatment to the roads within our neighborhood. While we understand the cost-efficiency of this method, we believe it is not appropriate for a residential area like ours, given the risks and long-term disadvantages associated with chip and seal. We strongly request that the roads in our development be returned to a fully paved road, for the following reasons:
1. Shorter Lifespan of Chip and Seal
Chip and seal surfaces require more frequent maintenance (every 5-7 years) compared to asphalt paving, which can last up to 20 years. The repeated need for repairs will result in additional costs and disruptions in the long run.
2. Rough and Uncomfortable Surface
Chip and seal roads have a much rougher texture, leading to a noisier and less comfortable driving experience. This is not ideal for a residential area where comfort and safety should be prioritized. The rough surface can also be dangerous for cyclists, children on bikes, and elderly pedestrians.
3. Loose Gravel Hazards
Chip and seal leaves behind loose gravel, which can pose a significant hazard. Older residents, children, and cyclists are at an increased risk of slipping or falling. In addition, the gravel can damage vehicles by chipping paint and causing minor accidents.
4. Dust Issues
Loose gravel often generates excessive dust, particularly in dry conditions. This can negatively affect the air quality in the neighborhood and create an additional burden for residents by requiring more frequent cleaning of homes and vehicles.
5. Weather Sensitivity
Chip and seal surfaces are more susceptible to damage from extreme weather conditions. High temperatures can soften the surface, while heavy rains or snow may erode the chip and seal layer faster than asphalt, increasing the need for repairs and maintenance.
6. Limited Repair Options
When chip and seal roads are damaged, repairing them can result in uneven surfaces, further degrading the overall road quality. A fully paved asphalt road would provide a more durable and uniform solution for our development.
7. Aesthetic Concerns
The appearance of chip and seal roads is generally less appealing than asphalt. Given the investment we’ve made in our homes and the community, we believe full paving would contribute to a cleaner, more cohesive look for our neighborhood.
For the safety, comfort, and long-term sustainability of our community, we respectfully request that the decision to apply chip and seal be reconsidered in favor of full asphalt paving.
