The Hon’ble Chief Minister of Assam

Government of Assam

Dispur, Guwahati – 781006

Date:

Subject: A Collective People’s Petition Seeking Truth, Justice, and Eternal Honour for Zubeen Garg — The Pride of Assam.

Respected Sir,

We, the bereaved yet resolute citizens of Assam, rise in one collective voice to submit this solemn memorandum — a People’s Prayer for Justice — dedicated to the sacred memory of Zubeen Garg, the immortal son of this soil whose sudden and suspicious demise has left a deep wound upon the conscience of the State.

Zubeen was more than an artist. He was the pulse of a civilization, the sound of a generation, and the voice that united the many hearts of Assam in harmony and hope. His untimely death under mysterious circumstances has now turned into a matter of grave public concern, shrouded in unanswered questions, questionable delays, and unsettling silence.

We therefore beseech your Honourable Office to act with moral courage and administrative integrity in ensuring that justice, truth, and dignity prevail — not only for Zubeen Garg, but for the faith of every Assamese who believes that truth must not perish behind influence and silence.

I. The People’s Demand for Truth and Transparency

The people of Assam are convinced that the current investigative process has neither the depth nor the independence required to unveil the complete truth. A Special Investigation Team (SIT), however well-intentioned, cannot ensure justice in a matter that transcends boundaries, jurisdictions, and vested interests.

Hence, we categorically demand:

1. A full-scale CBI (Central Bureau of Investigation) probe into the death of Zubeen Garg to ensure impartiality, transparency, and national-level accountability.

2. The immediate constitution of a Judicial Enquiry Commission, chaired by a Retired Judge of the Hon’ble Supreme Court of India, to monitor, guide, and publicly review all stages of the investigation.

3. Periodic public disclosures of the Commission’s findings and actions to restore public trust and prevent the miscarriage of justice.

Let the veil of secrecy be lifted and the light of truth fall upon every hidden fact.

II. Accountability and Time-Bound Justice

Public confidence has been eroded by the prolonged delay in arresting key suspects, allowing them ample time to tamper with evidence and influence proceedings. Questions remain unanswered regarding the transit remand of suspects arrested in Delhi and the actions, if any, taken by the Singapore Police immediately after the incident.

Therefore, the people demand:

1. A comprehensive, watertight charge sheet to be filed within 90 days against all individuals directly or indirectly responsible for Zubeen Garg’s death, including those whose negligence contributed to the tragedy.

2. The conduct of trial under a Fast Track Court supervised by the Judicial Commission.

3. Preservation and judicial auditing of all investigation documents, foreign correspondences, and digital records to prevent manipulation.

Justice delayed is justice denied; justice diluted is justice destroyed.

III. Investigation into Financial Exploitation

It is widely believed that certain individuals within Zubeen Garg’s personal and professional circle exploited his trust for financial gain.

We therefore demand:

1. Freezing of bank accounts of all personal staff and associates under suspicion until a forensic audit is completed.

2. Comprehensive financial investigation into misappropriations, illegal enrichment, and misuse of funds belonging to or earned through Zubeen’s work.

3. Criminal prosecution under the relevant laws against all found guilty of financial exploitation or betrayal of trust.

The wealth created by art must not become the spoils of manipulation.

IV. National Recognition and Posthumous Honours

Zubeen Garg’s unparalleled contribution to Indian and Assamese music has immortalized him in the nation’s cultural consciousness. It is only befitting that the Republic of India recognises this contribution with its highest honours.

We therefore urge:

1. The Bharat Ratna to be posthumously conferred upon Zubeen Garg.

2. The Sangeet Natak Akademi Award to be awarded in recognition of his lifetime service to the performing arts.

Honouring Zubeen Garg is not a favour — it is a moral obligation of a grateful nation.

V. Protection of Intellectual and Artistic Legacy

Zubeen’s creative legacy — his songs, scripts, compositions, manuscripts, and unfinished works such as “Swaralipi” — represent a priceless cultural heritage.

We therefore demand that the Government of Assam:

1. Initiate a comprehensive preservation, documentation, and digitization project of all his artistic works.

2. Ensure Intellectual Property Rights (IPR) protection to prevent commercial misuse, distortion, or theft of his creations.

3. Establish a “Zubeen Garg Cultural and Research Centre”, serving as a national archive, museum, and academic platform for research and promotion of Assamese art and music.

The melody of his life must continue to echo through the corridors of time.

VI. Permanent Memorials and Civic Tributes

To immortalize the name and contributions of Zubeen Garg, we propose the following:

1. Renaming Guwahati International Airport as “Zubeen Garg International Airport”.

2. Naming the bridge over the Brahmaputra in Dhubri as “Zubeen Setu” — symbolizing his power to connect hearts across divides.

These are not symbolic gestures, but rightful acknowledgements of a soul who carried Assam to the world.

VII. Fulfilling Zubeen’s Dreams for Assam

Zubeen Garg’s vision extended far beyond music. He dreamt of a young, vibrant, and creative Assam — where talent meets opportunity.

In fulfilment of his dreams, we demand:

1. Establishment of a World-Class Football Academy in Assam under his name.

2. Setting up of State-of-the-Art Music Training Institutions in every district of Assam, nurturing future generations of artists.

3. Launch of a Zubeen Garg Talent Fellowship, supporting young musicians, composers, and sportspersons from economically weaker backgrounds.

Let his dreams become the foundation stones of Assam’s future.

VIII. Removal of Suspect-Linked Individuals from State Positions

It has come to the attention of the public that close relatives of Shyamkanu Mahanta, one of the primary suspects in the case, presently occupy offices of profit under the State Government. This is an affront to ethical governance and a threat to impartial justice.

We therefore demand their immediate suspension and removal pending the conclusion of the investigation.

Justice cannot be served where influence thrives unchecked.

Hon’ble Chief Minister Sir

This memorandum is not a cry of anger but a call of conscience. The people of Assam do not seek retribution — they seek revelation. We do not ask for favour — we ask for fairness.

The voice of Zubeen Garg once united this land in love, hope, and pride. Let not that voice be silenced by conspiracy or buried under bureaucracy. We place our faith in your leadership and moral strength to ensure that truth prevails and justice is delivered without fear or favour.

Let this be remembered as the hour when the Government of Assam chose courage over convenience, and truth over power.

In the Name of Justice, Truth, and the Immortal Spirit of Assam, We, the People, Submit this Memorandum.

“Justice to Zubeen — Justice to Assam.”

Because silence is complicity, and truth is the song that must never die.

On Behalf of:

The Collective Conscience of Assam
