We, the undersigned members of the public, animal welfare supporters, volunteers, donors, and concerned citizens, call for meaningful improvements in the management and operations of the Bloemfontein SPCA.

The Bloemfontein SPCA plays a vital role in protecting vulnerable animals and serving our community. As such, it is essential that the organisation operates with transparency, accountability, effective leadership, and a strong commitment to animal welfare.

We respectfully request the following:
1. Greater Accountability from Management
Management must provide clear responses to concerns and complaints raised by members of the public and demonstrate accountability for decisions affecting animal welfare and the organisation's operations.
2. Improved Communication
Management should establish open, transparent, and timely communication channels with the public, volunteers, donors, and other stakeholders.

3. Staff Shortages
Where critical staff shortages exist within the branch, these positions should be filled as a matter of urgency with competent, dedicated, and compassionate individuals who have a genuine passion for animal welfare. Adequate staffing is essential to ensure the efficient operation of the branch and the proper care and protection of animals. Particular priority should be given to positions that involve direct interaction with, inspection of, and care for animals, as these roles have the greatest impact on animal well-being and the effectiveness of the SPCA's services.

4. Effective and Competent Leadership
The organisation should be led by individuals with the skills, experience, and commitment necessary to manage an institution of such importance to the community and the animals in its care.
5. Stronger Oversight of the Inspectorate
The inspectorate should operate within a clear framework of accountability and oversight, reporting appropriately to management to ensure consistency, transparency, and effective service delivery. It is imperative that inspectorate be supervised and held accountable for their decisions and performance.
6. Expansion of the Inspectorate
Additional inspectors should be appointed to improve response times, increase coverage, and better address the growing number of animal welfare concerns in the Bloemfontein area.
7. A Compassionate and Animal-Centred Inspectorate
Inspectors should demonstrate professionalism, compassion, and a genuine commitment to the welfare and protection of animals.
8. Better Cooperation with the Public
The SPCA should work collaboratively with members of the public, rescue organisations, volunteers, and other stakeholders to improve outcomes for animals.
9. Proper Follow-Up on Reported Issues
Concerns, complaints, and welfare reports submitted by the public should be acknowledged, investigated where appropriate, and followed up in a timely and transparent manner.

We believe these changes are necessary to strengthen public confidence in the Bloemfontein SPCA and to ensure that the organisation fulfill it's mission of protecting and promoting animal welfare to the highest possible standard.

We therefore call upon the relevant leadership,
NSPCA, and governing bodies, to review these concerns and implement meaningful reforms.

We, the public, request a meeting with management and inspectorate of the Bloemfontein SPCA, and NSPCA representatives. We feel this would be a step in the right direction to sort out issues.
