On what basis has this decision been made? This is the angle from which it must be approached. Some of the greatest clinicians I know I met in Cuba!

I am an american who is privy to the hard work and efforts of many cuban physicians who have spent time, effort and money to acheive their career goals here in the US lawfully. Regardless of political turmoil these individuals should be granted the opportunity to take such tests and become US licensed medical professionals.
