The program must include an education component to make sure people are instructed how to recycle. Just putting bins down with signs indicating what goes in there is not enough. The Netherlands has been recycling for years but there is an important education component - promotion, instruction, ads - to support it for the long-term. It's a no-brainer to me and I applaud your initiative.

I currently lug all my recycling by hand to the nearest receptacle. It is almost difficult enough from discouraging me from doing it completely, and means my small kitchen is almost always cluttered with the things I need to recycle. This would be a lifesafer and would probably help me recycle even more things!
