PETITION FOR ACCOUNTABILITY AND LEADERSHIP REVIEW IN THE NORTH WEST DEPARTMENT OF EDUCATION
Subject: Call for Immediate Leadership Review and Accountability in the North West
Department of Education
We, the undersigned citizens, Educational Assistants (EAs), General Assistants (GAs),
and concerned community members of the North West Province, hereby express our deep
concern regarding the ongoing mismanagement, unfair treatment, and lack of
communication affecting the Basic Education Employment Initiative (BEEI) programme.
Background:
- The BEEI contracts were officially meant to run for six (6) months, ending in December
2025.
- Many assistants were appointed late, meaning the contractual period was not fully
implemented as per the national directive.
- The Department has now issued early termination notices for November, depriving
workers of their full contractual rights.
- Furthermore, payments for June remain outstanding for a number of participants across
districts.
These actions reflect a failure of leadership and accountability within the provincial
department, undermining the goals of the Presidential Employment Stimulus Programme
and violating the spirit of fair labour practices protected under the Basic Conditions of
Employment Act (BCEA) and Labour Relations Act (LRA).
We therefore demand:
1. An urgent leadership review within the North West Department of Education.
2. The appointment of an acting, capable, and people-centered leadership to manage the
department while investigations and reviews are conducted.
3. The extension or full completion of the 6-month contract period for all affected EAs and
GAs until 31 December 2025.
4. Immediate payment of all outstanding stipends and a formal written clarification on the
contract terms.
5. A public report to the people of the North West on how employment programmes are
managed and monitored going forward.

We are not against government, but we are against injustice, silence, and incompetence.
We stand for accountability, transparency, and ethical governance that respects the dignity
of workers and the youth who depend on these programmes for survival.
We demand leaders who listen, act, and serve with integrity.
