To: Brea Aquatics Administration, Coaching Staff, and Board of Directors
We, the undersigned parents and guardians of swimmers at Brea Aquatics, respectfully
submit this petition to express our serious concern regarding the violent incident that occurred
on October 24, 2025 at Brea Aquatics Swimming Team @ Mt. SAC Swimming Pool,
Walnut, California, involving Ms. Zhongxue Qu, Ms. Zhang Dan (Tina Dan Zhang), and
Ms. Lingzi Huang.
According to multiple eyewitnesses and statements from the two parent volunteers, Ms.
Zhang Dan and Ms. Lingzi Huang, Ms. Zhongxue Qu engaged in physical aggression on the
pool deck in front of children and parents. When Ms. Zhang attempted to remind Ms. Qu to
follow the team’s safety and viewing rules, Ms. Qu became hostile and physically attacked
Ms. Zhang, pushing her to the ground. When Ms. Huang, another volunteer parent, attempted
to record the incident for documentation, Ms. Qu turned and struck her as well, causing visible
bruising and swelling to her chest and legs.
This violent conduct caused physical harm and psychological distress to both victims and
bystanders, including children, and represents a clear violation of USA Swimming’s Safe
Sport standards and Brea Aquatics’ Code of Conduct. Such actions seriously undermine
the safety, trust, and integrity of the swim team community.
Therefore, we respectfully request that:
1. Ms. Zhongxue Qu be temporarily prohibited from attending, entering, or participating in any
Brea Aquatics training sessions, swim meets, or facilities for a period of six (6) months, due to
her violation of team rules and physical aggression toward volunteer parents.
2. Ms. Qu be restricted from contacting or approaching Ms. Zhang Dan (Tina Dan Zhang) or
Ms. Lingzi Huang, either directly or through intermediaries, during this period.
3. The coaching staff and administration reaffirm and enforce the “No Pool Deck Access”
policy for all parents and ensure the safety and protection of all team volunteers and families
in accordance with USA Swimming Safe Sport Guidelines.
This petition is formally submitted to Brea Aquatics for administrative review and enforcement.
It is not motivated by hostility but by a shared duty to protect the wellbeing and security of our
swimmers and families.
