Petition to the Insignia HOA Board: Evaluate and Consider Changing Property Management

CWD and Joy Hodgins as the general manager in particluar can't be replaced fast enough. At one point we received a _package_ fine, for a mislogged UPS label (not package, just a label) and Joy Hodgins' handling of this incident and our communications were absolutely atrocious. Her answers were either nonsensical or in direct contradiction to the facts, some of which she herself had already confirmed in prior emails. After we escalated the matter to the board, we eventually got a notification that our fine had been "waived" with no explanation, apology, or taking responsibility. The entire handling of this matter was extremely unprofessional and downright Kafkaesque. And the icing on the cake was that at one point during this incident we were standing in line at the concierge and it just so happened that the resident talking to the concierge turned out to have the same issue and then the resident behind us shared that they too had run into this. It does not take a PhD in statistics to realize that this reeks of fraud or deep incompetence to affect 3/3 units in a random sampling.

I’ve ran into several problems with CWD and would like the board to consider other options.

Noting that it looks like CWD followed their processes just fine. That said, I support evaluating management companies. I would love to see an outcome where Art returned to our staff.

Joy has repeatedly demonstrated a lack of respect for residents, committees, and proper process. She removed a bench from the gym despite being explicitly told by the fitness committee not to. She issued a fine to residents for construction that never occurred—based solely on a quote request, with no evidence that any work had been done. She routinely ignores emails, making it difficult to collaborate or get timely responses. If you request to talk to her, she has a concierge tell you she is too busy. A good property manager should be responsive, transparent, and respectful of resident input. They should follow due process before issuing penalties, support committees rather than undermine them, and work to build trust—not erode it. Joy has repeatedly done the opposite.

1. Lack of Accountability and Responsiveness: Resident concerns are repeatedly met with delayed, dismissive, or no responses. Issues often go unaddressed until they escalate unnecessarily. 2. Improper and Unjustified Penalties: There is a troubling pattern of penalties being issued without clear justification or fair investigation, leaving residents feeling penalized for actions that are either unintentional or fully compliant with existing policies. 3. Unapproachable and Unengaged Management: The current property manager is largely unapproachable, creating a barrier to open communication and constructive dialogue. This lack of accessibility undermines community trust and collaboration. 4. Failure to Support Building Staff: We have observed a consistent lack of support for front-line building staff. This not only affects employee morale but also impacts the quality of service provided to residents, and reflects poorly on the community’s values. 5. Misalignment with Insignia’s Core Values: The current management does not demonstrate the level of professionalism, accountability, and respect that reflects the values of the Insignia community. We are committed to maintaining a positive and respectful environment for all residents and staff. As such, we urge the Board of Directors to take immediate action in evaluating alternative property management options that align with the expectations and standards of the Insignia community. We respectfully request transparency throughout this process and the opportunity for resident involvement in selecting new management that prioritizes communication, fairness, and community well-being.

I would urge an evaluation of our current GM. The problem is specific to one person, not to CWD overall

I’m in complete support of changing this ineffective, management company.

We have been owners in South Tower since it opened. CWD has been a continual source of disappointment. The Insignia Staff have been wonderful since the beginning and one of the reasons we continue to own and remain in the building. After 10 years, is there a better building management option that retains the staff as part of the community?

I've had limited interactions with Joy but I was flagged for a late package pickup but we never received any warning that our package was still pending. The fee was applied twice on our account and instead of taking accountability for some issues in the system while rolling this new process out, Joy's responses were very matter of fact and final. Thankfully the whole package system was revised and fees were waived but the GM did not acknowledge any issues with the system and we to this day still don't know what package was picked up late.

With the recent events with Art, I’m lost confidence how the management handles communication from residents as there is minimal acknowledgement and the effort to problem solve. This frustration has led to the first petition for finally have an answer for its residents.

I 100% stand by this. We have to evaluate what is best for Insignia moving forward.
