We are a group of concerned nationalists who are in the vanguard of making Nigeria a better place for all Nigerians to live. In the spirit of the on-going reformation and rebirth of our country, Nigeria, under President Muhammadu Buhari, we are obliged to petition your office over the extensive damage done to the Broadcast Industry in Nigeria by Emeka Mba the serving Director General 2013-2015.

Between the months of May 2013 shortly after Mr. Mba assumed office as D-G NBC up till date it has been a free fall for broadcasting in Nigeria. Our petition is therefore against willful acts and criminal omissions that occurred in the course of the period at NBC offices in Asokoro, Abuja with fall in standard of broadcasting nationwide i.e. massive licensing of unqualified Operators and violation of the NBC Code.

Since Mr. Mba assumed the mantle of leadership at NBC, a hitherto very professional, prudent and well respected regulatory body, all things has been turned upside-down, NBC is loosing her glory in the minds of Nigerians and seasoned professionals in the industry . A result of Emeka Mba holding sway like an Emperor in the old Roman Empire.

1. Excessive lobbying to remain in office:

Since the inception of the present administration Emeka Mba has resorted to intense lobbying to retain his position. This is notwithstanding that he used the funds of the NBC to bankroll the campaign election of the immediate past President, Goodluck Jonathan (subject to further investigation by the relevant agencies.)

Mr. Mba is bent on destroying broadcast in Nigeria with his reckless expenses, nepotic (refusal to stop Radio Biafra), corrupt ways. Mr. Mba has absolutely no regards or respect for compliance with mandatory Government bureaucracy in a bid to attract illegal gains to himself and his cronies.

This petition is submitted for the following and other reasons that may be discovered after a thorough investigation is carried out into the affairs of the NBC under Mr. Mba 2013 -2015.

2. Single Award of Contracts:

Mr. Mba has awarded contracts and issued licenses in contravention of the procurement laws of Nigeria. Typical example is the award of the software contract he recently awarded to a firm that had the highest quotation and the least competence.

3. Reckless Issuance of licenses:

Mr. Mba has solely awarded contracts and licenses without the approval of the Board of the NBC or its tender’s board. All the licenses issued in the twilight of the immediate past administration were issued without the compulsory security clearance from the Department of State Security. Statutory fees were neither demanded nor paid in the process.

4. Loss in revenue from licenses:

Mr. Mba has awarded such contracts and licenses to his friends and cronies with the full intention of making the L.G. lose millions of Naira. These include TV, Radio and DTH licenses. Backdated approvals are still being issued for licenses and contracts up till date (kindly note that collection of these losses in revenue will boost the present regime finances).

5. Non approval of extra budgetary expenses:

Mr Mba has appropriated monies belonging to the Federal Government unlawfully. Internally Generated Revenue (IGR) is spent without recourse to statutory approvals and or budgetary allocations.

Mr. Mba has made huge expenditure without prior or subsequent budgetary approval. His personal expenditure is unrivaled in the history of NBC. He is bent on leaving an empty purse whenever he leaves office.

6. Violation of code of conduct of NBC:

Mr. Mba has deliberately and for personal gain frustrated the policies of the Federal Government in relation to broadcasting by constantly approved the violation the code of conducts of NBC by encouraging his favourites to get away with copyright violation, piracy and not to be broadcast musical and video.

These are some of the reasons for our petition. Demands investigation into the finances and books of the NBC in the past ten years to show the trend since Mr. Mba took over at NBC 2013 NTBB Code of Conducts.

We therefore seek your IMMEDIATE INTERVENTION by investigating the NBC with a view to saving Nigeria and public funds from being frittered away.
