Het is tijd voor een verkozen rector!

De rector magnificus heeft een belangrijke rol binnen het College van Bestuur. Hij of zij is verantwoordelijk voor onze onderwijs- en onderzoekvisie en daarnaast onze ambassadeur voor de buitenwereld op dit vlak. Bovenal is de rector magnificus de aangewezen persoon om het academische werk te verbinden met de samenleving.

De Democratische Academie Groningen strijdt ervoor dat onze bestuurders worden aangesteld door de mensen die zij vertegenwoordigen. Daarom roepen wij de academische gemeenschap van de Rijksuniversiteit Groningen op om onze petitie te tekenen om de aankomende rector magnificus te verkiezen. Met een verkozen rector zetten we een eerste stap om de universiteit te democratiseren. Lees onderstaand de grootste voordelen van dit verkiessysteem:

Transparantie

De verkozen rector is op basis van een helder programma verkozen. Een rector wordt hierdoor verplicht zich in het publieke debat te mengen en zich uit te spreken over ontwikkelingen in het hoger onderwijs, zoals de Anglicering of de landelijke financiering. Het is niet langer mogelijk voor bestuurders om zich te verschuilen achter de gestelde kaders en beslissingen vanuit de overheid. De gehele academische gemeenschap weet waar zij aan toe is.

Dubbele verantwoordelijkheid

Op dit moment hebben bestuurders alleen een officiële verantwoordingsplicht naar de Raad van Toezicht. De top-down beleidsstructuur heeft een bestuurscultuur gecreëerd waarin bestuurders elkaar de hand boven het hoofd houden. Decanen wijzen naar het universiteitsbeleid, en het universiteitsbestuur wijst weer naar Den Haag. Niemand durft zich meer uit te spreken en niemand neemt verantwoordelijkheid. Door verkiezingen uit te schrijven wordt een situatie gecreëerd waarin een dubbele verantwoordelijkheid gecreëerd wordt: naar boven (de Raad van Toezicht) en naar beneden (de academische gemeenschap). Zo zullen zij nooit één kant uit het oog verliezen.

Continu controleerbaar

Het beleid van bestuurders kan continu geëvalueerd worden aan de hand van het programma waarop zij verkozen is.

Betrokken academische gemeenschap

Een verkozen rector zorgt voor discussie. Het stimuleert studenten en personeel actief deel te nemen aan de vormgeving van de universiteit. De managers worden uit hun ivoren toren gehaald.

Grotere externe legitimiteit

De verkozen rector heeft meer legitimiteit naar buiten omdat zij met hun vooraf gemotiveerde ideeën het vertrouwen van medewerkers en studenten hebben gewonnen.

Door deze petitie te ondertekenen, spreek ik me uit en laat ik weten dat ik de plannen voor een verkozen rector magnificus steun!

There’s no excuse, we want to choose! Time to elect the rector.

Is the UG responsible for housing of international students? What do we do with excellence education? Do we want more or less commercialization of the University of Groningen? More or less connection to industry? More or less entrepreneurship? On all the questions that matter the most, the academic community has not much to say.

Therefore, The Democratic Academy Groningen calls upon the academic community of the University of Groningen to sign our petition demanding the elections of our future rector. With the election of a new rector, which successfully happens in Belgium, we can take a first step in the democratization of the university. University policy should no longer be the result of shady backroom politics. The academic community should have the possibility to govern itself in full transparency. Below you’ll find the main advantages of an elected rector:

Transparency

The election of the next rector will lead to more openness, because policy and the reasoning behind it will always be made public. The rector is forced to defend his or her program towards the community and participate in the public debate. It is no longer possible for board members to hide their opinions because of decisions made by their superiors.

Responsibility to the academic community

The board of the university has an official responsibility towards the supervisory board. This top-down policy culture has created a managers culture where managers do not have the guts to criticize each other’s policies. Deans shake of their responsibility towards the board of the university and the board towards policy making in The Hague. No one has the courage to speak out. With elections, we create a situation where managers have another layer of responsibility: towards the academic community. This double responsibility, towards the supervisory board and the academic community, will force them to take care of both.

Always accountable

An elected Rector can be held accountable to the academic community at all times. He or she is put in place because of a specific educational vision and should justify any deviation from this vision toward the students and staff. A situation like the one after the university council rejected the plans for the campus in Yantai, and the board refused to respond, can and should no longer occur.

Involved academic community

An elected rector will provide discussion. It stimulates students and staff to actively participate in shaping university policy. Managers will be thrown out of their ivory towers and seek the opinion of the academic community. In Belgium, the turn out rate for their board-elections is high and there are lively debates about the future of academia.
