Ratepayers and residents of the MacKenzie Basin are probably unaware that the Proposed Plan Change 13 is probably going to cost them a lot of money. If Council has its way the productive capacity of the High Country including farming, business and activities such as future Eco-Tourism will be severely curtailed, depriving the Council of much needed income and the community of economic benefits and employment opportunities. On the other hand if many of the farmers and landowners challenge Council all the way through the Environment Court as they say they will, then the bill to engage professionals by Council could exceed a million dollars and may be coming from your pocket. While most people do agree that there is a need for more controls, PC13 is perceived to be overly restrictive, ill-conceived, and will deprive people of rights they currently have. There is a groundswell of increasing opposition to PC13 from probably all the farmers and landowners in the MacKenzie Basin. There are many parallels between PC13 and ECan\'s attempt to classify Banks Peninsula as an Outstanding Natural Landscape. The farmers, landowners and others fought ECan. There was a 9yr battle, ECan lost and reportedly spent over $1M of public money. Unfortunately most people do not know that under the RMA, Council CAN PULL PC13 AT ANYTIME up until it is challenged and being heard in Environment Court and Council does not seem to want people to know this. PETITION 1. We object to PC13 which contains significant errors and contradictions which will result in adverse consequences for the Mackenzie District as a whole. 2. We object to Council not having a sufficiently researched Landscape Study, and Economic & Social Impact Studies. 3. We object to Council encouraging inconsistent and unsustainable development patterns across the rural zone and the identification of landscape sub areas, existing nodes and nodal thresholds which is arbitrary and misleading. 4. We object to outside interests dictating how people of the MacKenzie Basin will earn income and engage in farming and other businesses. 5. We object to PC13 compromising the ability of the community to provide for its economic wellbeing and depriving our families of a sustainable and dignified economic future. 6. We object to any economic slow-down that will be created by a protracted battle over PC13. 7. We object to Council wasting our ratepayer\'s money to engage \"professionals\" to battle farmers and land owners over PC13 when they should have just done their homework properly in the first place. 8. We object to Council planning to defer the issue of the Twizel zone till after the PC13 hearings, not wanting to address issues fairly and leaving many landowners in the lurch. 9. We object to the fact that Council has never engaged in a transparent consultative process and informed people about the gravity and severity of the controls they seek to introduce and solicited feedback from us. WE DEMAND Council pulls PC13 and prepares a well-researched Plan Change in consultation with the people of the Basin.
