These dogs need to be sent back to the foster home or to new home and this supposed law needs to change. This is contemplating 2 counts of murder. I've never heard of such a thing. Please free these sweet angel dogs.

Dogs bark, they don't speak.
Dogs bark to let the owners know someone is in close proximity to their home.
Dogs protect their owners.
If dogs are behind a fence, that is secure, then there should not be an issue.
