Two Port St. Lucie dogs impounded for barking at neighbor, could be euthanized

Dogs bark to communicate: the fact that they are 'speaking' by no terms is a positive indication of aggression! It can mean MANY things- to warn others that danger is coming, to warn someone not to come onto their property, to express happiness ( If my dog wants attention when my family is laughing about something or singing----my dog wags her tail and barks!!!!- she is HAPPY BARKING!!!! And just wants to sing along and to be a part of the excitement),.... At the very most- dogs barking with NO reason for hours and hours a day can be a 'nuisance' and then the owners should be fined and warned that if they don't find a solution that the dogs will be relocated/ removed----so long as the dogs haven't bitten any humans! People are the annoyingly loud ones though- we play loud music, TV's, argue, have loud engines, light fireworks and gardeners have their loud blowers going ALL day long!- but that doesn't necessarily indicate that we are dangerous when we are making noise! A simple solution is that- in general a dog that can't see the street/ neighborhood is generally a quiet dog because nothing is getting them excited or nervous!!! (then they only bark if they hear someone approaching which IS permitted)..... So a fence that they cannot see through is a simple solution (even putting material on the chain link should improve the situation) or keeping them inside during the days- if weather isn't too hot or house has A/C and with shades drawn makes for a dog who has nothing to see has nothing to get excited and 'talk/ bark about!' This is a situation where the neighbor is probably purposely repeatedly approaching/ antagonizing the dogs because they don't like the neighbor or dogs in general for whatever reason..... The local government is OVERREACTING!!!---to what boils down to- an annoyed neighbor who probably was egging the dog on to begin with--- why is that guy/girl walking up to/ past the gate anyways?
