
Paving of Morgan Hill Road and the back entrance access road to the Bluffs at Fallingwater


This is an online petition created to gather signatures for presentation to the WV DOH for complete paving of Morgan Hill Road and the back access road entrance off of Morgan Run Road to the Bluffs at Fallingwater. The Bond Act requires that an annual amount from the collections of the motor fuel tax, the motor vehicle sales tax and certain registration and other fees collected by the State Division of Motor Vehicles, that are required to be deposited into the State Road Fund, be dedicated to pay principal and interest on the issued bonds. In 2017, the West Virginia Legislature enacted various fee increases and tax changes designed to generate at least $125 million per year in additional funds necessary to finance $800 million in Road Bonds. Various registration and driver’s fees were increased to yield an additional $40 million per year. The motor fuel tax was adjusted upward by 3.5 cents per gallon to raise an additional $49 million per year and the sales tax rate on the purchase of motor vehicles was increased from 5% to 6% to yield an additional $36 million or more per year.
