This initiative does not adequately cover all situations and makes it possible for Law Enforcement Officials to villify citizens if they choose. It makes it impossible for a gunsmith to work on your weapon without you present, and severely overburdens local LEO with more paperwork. People with legally acquired guns aren't killing people with guns.

This initiative was the classic "we have to do something" reaction. The something done does more harm than doing nothing.
