Whenever you buy electricity you don't get full amount of electricity units. And its always partially blocked reason not known

No to unreasonable tariffs of BCMM and electricity blocking, we don't owe electricity but water, refuse, rates and fire which must be blocked. The grading of the municipality must be reviewed.

Please re consider the situation of poverty of residents (unemployment, elderly, residents who earn small wages etc) yet we're expected to pay high bills and electricity is too expensive.
