This petition is for the people that reside and pay taxes in Chapman Township, Snyder County Pennsylvania. Wayne Biller is your elected Township Supervisor/Chairman. He was a write in candidate that was elected a year ago. Since the election and going into office Mr. Biller has spilled in excess of 30 gallons of a combination of off road diesel/hydraulic oil on township property and never cleaned it up until 6 months later when a business owner of a gas station caught wind of the spill and called Department of Environmental Resources and reported it, he thought that it was expectable to leave it on the ground because it was not hazardous and he said in a newspaper article "it wasn't hazardous but I felt we had to comply with DEP' which is unexceptionable behavior. Mr. Biller has also personally attacked the business owner, not letting her speak at public meetings stating she is not an owner, Mr. Biller went above and beyond to go to 2 separate counties and investigate this business owners background and then bring information up at the Township Supervisors meeting making it a personal vendetta against the business owner for reporting him, stating he had proof she was not an owner of the business because her name was not on the deed to the property which was irrelevant to the meeting, slandering this business owners name and reputation without the knowledge of the other supervisors what he was going to do. He even made a comment at the meeting that he had proof that the business owners husband was not the father of their son and inquired whether the business owner were married. This type of behavior for an elected official is not only unacceptable and unprofessional, but also unethical. He is a walking liable lawsuit for the township and should be taken out of office. His narcissistic controlling ignorant attitude towards the general public and government officials will only bring problems to the township government. Mr Biller should be relieved of his elected duties so that somebody more qualified and more rounded and knowledgeable of the inter makings of how a government official should act and behave can be appointed to fill his term.
