I strongly oppose this bill. It is a disservice to the residents of Scituate, and a blatant case of legislative over-reach. Let Providence circle the bowl, declare bankruptcy and rebuild itself properly on its own merits, hard work, and wits, not on the backs of Scituate residents and PWA rate-payers outside of the SNAFU'd municipalities that these legislative lackeys for the Elorza administration have offered up as "partners."

Aside from the rest of the negative implications that have been brought to light regarding H 6122 and now
S 0810, I didn't realize that the Elorza administration hired First Southwest to develop the RFP for the valuation contract. This is the same firm that the state successfully sued for $16 million for it's role in 38 Studios. To add insult to injury, They also hired a New Jersey firm, MR Valuation Consulting which, three of it's consultants are former Delloite consulting employees. As many are aware, Delloitte and the State of RI share in the failure of the DHHS computer system rollout, a $364 million disaster. How much more can RI's actually take?

These shenanigans must be stopped! This bill has the power to bankrupt Scituate by eliminating property tax payments. They stole Scituate's lands years ago with the understanding that they would pay taxes on what they own forever. As it is, I find it unfair that they pay reduced rate for "farm, forest, and open space", when they use the land for industry (tree logging, maple syrup, proposed solar, and the mass production of potable water).
Scituate is 50%+ reservoir land with the remaining 50%- subject to restrictions to keep the water clean. While the reservoir is beautiful and has kept Scituate rural, it has made it so we are unable to generate a tax base due to these restrictions and the fact that 50% of our town is unavailable for development.
This bill is an abomination. We must stand up and fight!
